the difficulty & technical challenge of night shots are all evident here......the human movement blur is acceptable but not the static buildings & sign board lights! Granted the shot was hand held with Nikon lens stabilizer on, the 1/5 sec. shutter speed should have been cranked up to 1/20 sec. at least(2 stops)..... AT THE EXPENSE OF HIGHER ISO, maybe 400 or 800, because apsc sensor of nikon D70s can handle the image noise at that higher iso. & the hand shake is definitely lessened with higher shutter speed.
Just an honest & friendly observation.
