OK, folks, I took a stab at a translation. I'm still not sure what the letter H falling sideways and hitting this man on the head is all about.
I think this means something like: " Forbidden to move or to stop beneath the barrier. "
But someone with more skill in the Cyrillic alphabet, not to mention Macedonian, please correct my rough translation.

@Aline, I'm going to NYC for Thanksgiving (late November) so I will look for one. We have some funny official signs in parts of Boston where parking is very bad too, so I'll look for those when I'm out and about.

This streetsign you can find at the street that leads from the Central Station to the center of the city. As you can see: You're very welcome.
* Don't leave any valuables in your car
* Beware of pickpockets
* Lock your bike with a big chain, but only on places where this is permitted
* Don't let your dog shit on the streets
* It's not allowed to pie in public
* Don't litter, use rhe trashcans

Yes, there are parts of the city where alcohol etc are not allowed on the streets. They have special signs for that. And the city is indeed full of cams. Lots of people go to the station by bike. You have to parc your bike in the stand otherwise some service takes it away. But there are hundreds of places short in those stands. So what to do?

@aline: did more research on funny parking signs inNYC. They were placed there in early 80s by Mayor Koch's administration. A lot of them have been stolen, so may be hard to find. Bunny's example is still being used. There was another funny one that said "No parking, so stopping, no standing, no kidding"

@Scarlet: I'm quite shure it means both. It also means: give your money to the city (or the city will take it). They can spend it on a new logo. The introductionparty for the logo will take 1 hour and costs € 190.000,--

On my mind, humour, and specially black humour, are more efficient than anything else for being heared.. when we want to forbid something.
The same as in the advertising, for sell something.
Alas, In france, the civil servants and administration are chilly, and the signs never funny.
