You did not specify what operating system you are using....anyway, here are 3 good FREE photo editing softwares for Windows which you can download from these Links:

I have vista and also use gimp i really recommend it as a free tool as it has tips on usage and can turn even the most dullest photos into a refreshed composition.
here is a photo i nearly discarded till i thought id try using gimp to it.
im so glad i used it as im very happy with the result. from a dull ill com positioned piece to a nice abstract black and white of one of my fave pubs.
