I have a number of software programsthat have a feature called layers what is this and how do I use it

it is exact what it says, a layer. You start with your photograph and put layers on it to adjust all kind of things, like light, contrast saturation and so on ......but read the following article, because it is way to much to tell in a few words what you can do with layers.

thanks I would like to use Corel, paint shop pro, but I dont know what I'm doing

Scott,
I just did a Google search on 'Paintshop Pro Layers' and recieved 127,000 hits. Have a crack yourself, you're bound to find a suitably illuminating article amongst that lot.

And experiment with it...
I've the feeling that I've learned a lot about photoshop in the passed few months only by experiment. And I've never read a single word about the program. Agreed experimenting takes a little time but it is very learnful.
And layers, so I have discovered, can be very usefull.

You can also use layers for sharpening. A good trick (in PS) is to use "duplicate layer", then "filter", then "high pass" with a radius of e.g. 2 pxs and finally in the window "layers/channels/paths" click "overlay". Gives nice results.
